are to prohibit only those classes of Bradford and other you woollen goods of which exportation from United Kingdom is prohibited to all foreign destinations. You will appreciate necessity for this prohibition in view of demands upon manufacturers here for Army clothing. Stocks of these woollen goods already in Hongkong or now on their way may be exported to usual markets if intended for local and non-enemy consumption but supplies shipped from United Kingdom after this date should be regarded as available only for retail salo

You will in Hongkong or for shipment to another British destination. understand generally that it is expected that old goods shipped to Hongkong from another part of the Empire under licence or other special authority will be consumed in Hongkong and that goods allowed to go freely to Hongkong qua British possession from another part of the Empire will not be re-exported to foreign destinations. Merchants proposing to obtain from another part of the Empire such goods with a view to transshipment or re-exportation to destinations to which they cannot be exported directly from that part of the Empire should be instructed to apply to Government concerned for authority to ship to those destinatione, Goods arriving at Hongkong from British ports for transshipment to destinations to which they cannot be exported directly from such ports should be allowed to proceed to destinations on proof that exportation to such destinations has been authorised. This means in case of goods from United Kingdom production of licence which is carried on ship and which Kaster should leave with goods when landed for transshipment as evidence of authorised

destination.
